The honest part

Why not just hire one HR person?

Not because they aren't capable — but because an HR department of one is a genuinely hard job. It asks for breadth that takes a decade to build, offers no one to learn from — and let's be honest, HR departments of one are rarely appreciated. Someone carrying all of that alone, without senior backup and without being well rewarded for it, will burn out. I've seen it happen. It isn't fair to the person, and it isn't good for the business.
